I was told by the owner that it was a belt used by a firedepartment in one of the remote areas of southern Norway.
I actually thought it was a modified armybelt to be used in a firebrigade, (since I used to work in the Air force, I have seen several servicemen both in the UK and abroad, and recognised the stablebelt). But was surprised to see that this model actually was made for this purpose (here on this site).
I don’t know how it ended up there, but I reckon it can be from the time after WWII, when Norway was supplied with equipment from the UK and the US (“marshal help program”)
