I have acquired one of these belts in some Royal Engineers Officers effects along with a variety of other strange RE belts. Buff, webbing, stable, even Scottish Pipers baldrick (all RE buckles/colours), so I assume it is a variety of RE belt. It is of course in the identical same colour scheme.
